Information available from hospitals and similar sources indicate that the number of road users injured in the traffic environment is considerably higher than the number of traffic casualties recorded in the official traffic injury statistics. In these sources the travel modes found to cause the largest numbers of traffic casualties are walking and cycling, each of which accounts for about a third of the casualties. The remaining third consists of motor vehicle users. A large proportion of injuries to pedestrians occurs in accidents caused by slipping, not in collisions. An analysis of the injury consequences of slipping accidents in the form of hospital stays and time off work for different modes of travel shows that pedestrians account for 7 out of every 10 days. Major benefits to the economy of the community can be achieved by giving priority to pedestrian travel in winter road management. At the same time, it is necessary to provide information on slippery conditions and preventive action in the form of suitable footwear, anti-slip devices etc.
