This technical directive replaces the technical directive which was published in the Federal Register on September 9, 1987 (52 F.R. 34074). Part 234 of the Department's Regulations, 'Airline Service Quality Performance Reports,' requires certain U.S. air carriers to submit scheduled flight performance data and mishandled-baggage information to the Department, and to provide on-time performance codes to CRS vendors. These data are used to monitor each carrier's on-time performance and baggage handling, and to provide information to consumers. The scheduled flight performance data are filed on RSPA Form 234, 'On-Time Flight Performance Report.' The mishandled-baggage information is submitted as a one-page addendum to Form 234 with the required certification and transmittal letter.
