Mission planning and management optimization using unique planning methodologies is described. The ground data system resource allocation process provides mission planners and managers with both short and long range visibility of resource loading. Launch dates, mission designs, and spacecraft sequencing can be planned to optimize science return despite limited resources. Periods of resource contention are identified for managers of flying missions in time for them to plan and implement alternatives rather than be forced to react hastily to unforeseen conflicts. Conflict resolution is by consensus, and a simple route of appeal is provided.
