As a follow-on to a 1973 vessel traffic systems issue study the algorithm developed in that study was applied to 22 major ports and waterways in order to establish a relative ranking of their need for VTS. The ports were selected for analysis on the basis of tonnage of cargo handled, number of vessel transits, and number of vessels involved in collisions, rammings, and groundings (C/R/G) over a four year period (FY 1969-72). The output of this analysis is a listing of ports and waterways in the order in which their needs for VTS should be addressed, and initial recommendations concerning the level of need of each area.
