The preferential treatment of designated High Occupancy Vehicles - carpools, vanpools, and buses - relative to single occupant autos is proposed as a potentially valuable new strategy to help address congestion problems on Ontario freeways. A single lane dedicated to HOV use can, in the right circumstances, move more people faster, more reliably, and in fewer vehicles than an equivalent 'general purpose' lane. HOV lanes form the backbone of a broad-ranging strategy of incentives, policies, and initiatives designed to encourage greater use of buses and other shared-ride vehicles. The current document is intended to provide a summary of experience and guidelines for HOV applications in Ontario, particularly relating to provincial freeways. The guidelines are relevant to both new freeway construction and retrofit situations, and form the basis for subsequent development of Provincial Standards.
