An evaluation of closed-circuit television was conducted at the Municipal Airport No. 1, Salt Lake City, Utah, to determine the operational capabilities and limitations of the system when used for the surveillance of critical portions of airport operating areas which could not be observed directly by airport traffic controllers. Meteorological conditions over a broad portion of the airport offered an extensive 'blind area' within which operating control points were treated separately as well-defined 'blind spots' of limited size. Lightweight single-engine aircraft were observed throughout the test program. The closed-circuit television system included two cameras, remotely operated from the Airport Traffic Control Tower Cab. It was concluded that closed-circuit television can provide pictorial information suitable for blind-spot surveillance of critical areas not directly visible from the Control Tower Cab of the airport. The principal operational limitations resulted from (a) the need to maintain a stationary frame of reference, both day and night, and (b) the absence of depth perception. It was recommended that closed-circuit television be considered acceptable for surveillance of critical portions of airport operating areas with each installation tailored to the specific local problem.
