A complete traffic records program is necessary for planning (problem identification), operational management or control, and evaluation of a states highway safety activities. Each state, in cooperation with its political subdivisions, should establish and implement a complete traffic records program. The statewide program should include, or provide for, information for the entire state. This type of program is basic to the implementation of all highway safety countermeasures and is the key ingredient to their effective and efficient management.
