Using survey data of port drivers and drayage companies, we find that this is an industry characterized by relatively small firms who primarily contract with owner operators (many of whom are recent immigrants) to haul freight. These drivers receive relatively few returns to human capital, and, thus, increase their earnings through maximizing their trips per day, which may compromise safety. Both the driver survey and firm survey reveal potential avenues to improve port efficiency: drivers spend approximately 50 percent of their time waiting at the ports and firms report relatively low utilization of technology for rotting or dispatching.
