Weekend traffic congestion on highways near metropolitan areas, due to recreational travel, has increased faster than congestion due to other types of travel. It is reasonable to expect that this increasing trend will continue, thus making weekend recreational travel an important factor in urban transportation studies. The study proposes a concept for long-range planning of urban transportation facilities to serve this demand. Rather than providing more and more transportation capacity, the study suggests development of public policies capable of influencing and thereby directing recreation demand not to exceed critical capacities. The resulting travel demand is determined and transferred into transportation facility requirements. (Author)
