Between 1975 and 1984 over half of the States either repealed or weakened their laws requiring motorcyclists to wear safety helmets. The purpose of the study was to obtain a national estimate of the effect of these legislative changes on the motorcycle fatality rate (per motorcycle accident) over this 10-year period. The current research estimates that the repeal of helmet use laws was associated with a 10.4% to 33.3% increase in the fatality rate (per accident). If helmet use laws had continued to be in effect in the States that repealed or weakened them, an estimated 158 to 420 fewer motorcycle rider fatalities would have occurred in 1984 -- a 3.6% to 9.5% decrease.
