This report addresses the shortfalls in the current National Space Launch Strategy as it applies to the Department of Defense, DoD's relationship with NASA and in particular the shuttle, and the Vandenburg AFB Shuttle Complex. The report recommends the redirection of the Advanced Launch System (ALS) Program away from the development of family of launch vehicle's to a joint technology program with NASA. It also recommends continued DoD support for advanced non-chemical propulsion programs because of the opportunity for a large increase in specific impulse. It provides a concept to infuse the current launch family with ALS technology and improve the current launch infrastructure. It supports the 1988 DSB Summer Study Report on Assured Military Use of Space, chaired by Dr. Robert J. Hermann in its conclusion that the warfighting CINC's require a tactical launch capability for dedicated military missions.
