The transportation sector in Vermont is the largest user of energy and the largest source of greenhouse gas (GHG) emissions in the state (USEPA, 2009; VTrans, 2008). The combination of rural land use patterns and limited public transit make residents heavily reliant on passenger-cars and result in long single-occupant vehicle trips in Vermont. The large percentage of GHG emissions generated by the transportation sector makes it an important target within the state for emissions-reduction efforts.
