The Urbanization Strategy announced in the White Paper has significant transport implications. International and Southern African urbanization trends reveal the numerical and spatial dimensions of the urbanization process. The role of transport in urbanization must be reassessed in the light of White Paper directives. Responses from transport are necessary at two levels, firstly, demand influencing strategic responses, including co-ordinated land use/transport development and secondly, supply-based operational responses, such as regulation. Singular approaches in transport must be avoided.
