This is a joint DOE/NASA plan, in both its preparation and implementation. Studies are to be conducted over a three-year period leading to firm recommendations regarding the viability of the concept and the advisability and scope of its continued development. The $15.6 million budget is divided about 60/40 between DOE and NASA although the early part of the program emphasizes NASA activities. NASA will conduct the systems definition of the SPS; the plan provides for parallel studies at the Johnson Space Center and the Marshall Space Flight Center. DOE will work on environmental, health and safety factors through the Assistant Secretary for Environment (ASEV) and will study SPS economic, international and institutional issues and make comparative assessments of the concept through the Assistant Secretary for Energy Technology (ASET).
