Cross Cay (Cayo Lobo), an uninhabited island located approximately 2 1/2 nautical miles from the present naval target range on the island of Culebra, Commonwealth of Puerto Rico, has been selected as an alternate site for the location of an air bombardant 'bulls-eye' target. Relocation of this facility from Aqua Cay (Cayo del Aqua) was a point in an agreement signed by the Secretary of the Navy and the Puerto Rican Government. In order to implement the subject relocation, it will be necessary to clear a shallow draft boat channel, prepare a short access roadway, construct a helicopter landing pad and prepare the target area in question. The environmental impact consists of sea floor material removal and the associated destruction of marine life in a designated cove and the temporary clearance of foliage to prepare the target area.
