The analysis of the lack of safety in a transport system depends on the opinion about the conception lack of safety and the possibilities to put the characteristics within this system into operation in a reliable way. Dependent on these conditions, a transport system is considered as a safe one or a system characterized by lack of safety, safer than in former days or safer than an other transport system. Especially the way in which the characteristics are made operational and subsequently in the analyses of the lack of safety of transport systems, road transport rather appears to differ from other systems such as air transport, rail bound transport and water carriage. In modern opinions about the conception lack of safety, there exists however an agreement to a large extent, when considered in a detached and a formally analytical way.
