Finding a solution will require putting a different emphasis on the way in which public transport is to be dealt with in the different planning phases. Communication between the parties involved is crucial in this respect. There are a number of approaches that can be taken to explore ways of resolving this dilemma: (1) fine-tune the design for an ideal public transport system, ensure that it is clear early on which quality requirements public transport must meet; (2) solutions when co-ordinating the ideal public transport system design and the Long-Term Safety project: adjusting the boundaries of what are chiefly low-traffic residential neighborhoods or modifying the public transport network may make it possible to avoid development problems; (3) ideal public transport system design and Long-Term Safety project in new residential areas: indicate early on in the planning stage what quality and development requirements public transport must meet in the new area; (4) at developmental level: select a measure conducive to public transport.
