The objective of the Phase I effort was to develop a systematically organized body of information on existing standards and state-of-the-art data to provide a sound biodynamic, engineering and economic base from which to formulate national policy with regard to motor vehicle safety performance standards as they relate to occupant protection through improved criteria for vehicle interiors. Phase I also required the development of a coherent plan for developing and implementing safety performance standards with consideration to the problems of: (1) performance inadequacies of existing standards, (2) the practicality of schedules and costs, and (3) near-term vs long-term implementation.
