The objectives of this study are to quantify the operational and safety benefits for the before and after conditions at an intersection in Hutchinson, Kansas where two-way stop control (TWSC) was replaced with a modern roundabout; to theoretically compare the operational performances of other conventional intersection traffic control (types all-way stop control (AWSC) and traffic signal control (TSC)); and, to compare the operational performances of these intersection traffic control types for both existing traffic and theoretically increased traffic volumes. Additionally, a procedure to perform a design life analysis was developed, based on the operational performances. The computer program SIDRA, Signalized and Unsignalized Intersection Design and Research Aid, was used to analyze operational performance. The use of SIDRA is discussed in detail. The operational performance of the intersection traffic control types studied was based on six measures of effectiveness (MOEs) available in SIDRA; namely, 95th percentile queue length, average intersection delay, maximum approach delay, proportion stopped, maximum proportion stopped and degree of saturation. This research report concludes that modern roundabouts: enhance safety benefits; operate more efficiently than other conventional intersection controls; and have a higher design life than other conventional intersection traffic control types.
