This is the Legal Services Corporation's (LSC's) semiannual report to the Congress for the period October 1, 2003-March 31, 2004. The LSC is a private, non-membership, nonprofit corporation in the District of Columbia. The Board of Directors of LSC is composed of eleven voting members who are appointed by the President of the United States with the advice and consent of the Senate. By law, the Board is bipartisan: no more than six members can be of the same political party. LSC plays a central role in providing low-income Americans with access to legal assistance and information concerning critical civil legal problems. Created in 1974, LSC is charged by Congress to provide equal access to the system of justice in our Nation for individuals who seek redress of grievances and to provide high quality legal assistance to those who would otherwise be unable to afford adequate legal counsel.
