The Federal Boat Safety Act of 1971 establishes boating standards for most monohull boats under 20' in length. The safety standards specifically exclude sailboats, canoes, kayaks and inflatable boats. Commandant (G-DST-2) ltr 735200 Ser 0061 of 12 Dec 72 authorized the Coast Guard Research and Development Center, Groton, Connecticut, to conduct an evaluation of inflatable boats in support of the development of a safety standard. This report contains the data collected and procedures developed in the areas of construction, safe loading, powering and underway stability, and human factors.
