The research reported in this study represents one part of an overall program to develop a system or systems to help drivers solve discrimination and judgment problems on rural highways that lead to hazardous overtaking and passing situations and reductions in level of service. The study sought to define the requirements of overtaking and passing maneuvers on two-lane rural roads in terms of both driver judgment and control processes under adverse visibility conditions. Volume III reports on driver behavior in the transition from the overtaking state to the following state and for oncoming-car-limited flying passes under adverse visibility conditions. A series of seven controlled field experiments designed to identify the visual and situational factors underlying driver decisions and actions in overtaking and passing are described in detail and the results and implications of these experiments for overtaking and passing maneuvers are presented.
