This document provides a common set of debris protection policies, risk criteria, and guidelines to protect personnel and assets during manned and unmanned flight operations. It establishes the following: (1) Maximum risk criteria for both the general public (involuntary acceptance) and mission essential personnel (voluntary acceptance); (2) Debris lethality criteria for unprotected and sheltered personnel, and (3) Debris damage thresholds for aircraft and ships.
