The purpose of the study was to investigate domestic and foreign practices for applying service margins during the design selection and operation of marine propulsion plants. Particular emphasis was given to practices applicable to two-stroke and four-stroke diesel engines. This report presents findings from interviews conducted both in Europe and in the United States. There were dozens of participants who also provided comments independently to the Maritime Administration. After assimilating the survey results, a comprehensive model was developed which allowed calculation of various factors over the live time of a vessel. The added resistance due to waves and fouling in a seaway was estimated to allow prediction of such factors as long term average vessel service speed and power.
