The Clean Air Act of 1977 requires that commercially offered automotive fuels and fuel additives be substantially similar to fuels used in certifying model year 1975 and later vehicles. Procedures for certifying that vehicles perform with emissions that meet the Clean Air Act specifications and the impact of this emissions certification process on the use of alternative fuels, such as alcohols, alcohol-gasoline blends and synthetic fuels, in highway vehicles is discussed.
