The Highway Safety Act of 1966 was intended to stimulate and integrate the participation of federal, state, and local governments in the improvement of highway safety by providing resources and guidance. As a step toward the development of local guidelines, a survey of local highway safety administrations was performed. The results of this survey indicate that several major changes are required in the management, organization, and procedures of local jurisdictions before highway safety can be effectively managed as a statewide program.
