After a brief review of the evolution of existing national programs for air traffic controller training, an estimate is prepared of the number of individuals who will require developmental and supplementary training. The present controller selection and training programs are then examined, leading to an investigation of the methods available to measure performance and to establish competence on the job. The role of standardization and quality control is then addressed. The capabilities and limitations of existing simulation devices for air traffic control training are considered. Alternative ways of meeting the training needs of developmentals are identified and compared on a cost basis. Finally, attention is given to (a) simulators and centralized and noncentralized training, (b) the training budget, (c) future requirements of training, (d) R and D for training, (e) hiring practices, (f) standardization, and (g) the training load at the FAA Academy.
