The study focused upon attainable transport efficiencies, recognizing that certain port facilities and rail routes already in existence will continue to be used. The cost analysis is based on the assumption that unit trains will attain the expected efficiency and that shippers, carriers, and receivers will cooperate to achieve the anticipated savings. It does not necessarily follow that rates would be reduced in the same proportion as variable costs. Rates are governed by market factors as well as cost considerations. The constant cost of keeping railroad systems in being would not be reduced by unit trains. A chief objective of this study has been to seek out possible transportation economies relative to ideal handling and management of significant future zone shipments. Lake Erie and Lake Ontario are barriers to all-rail shipment. Future movement will be rail-ship, mostly to dockside. Current railroad right of way and United States dockside facilities were not the focus of attention but are deemed to be in need of certain improvements to accommodate future volume. However, an intense review of selected anticipated zone shipments, incorporating technological advances, rail and water, indicates that significant economies in each of these two means of shipment are possible provided the shippers, transporters and users of coal help to establish the most efficient system tailored to need.
