After initial work on the Bay Area Freeway Operations Study had successfully accumulated data which could be used to yield total travel time expanded on the section of freeway under study, it became clear that only a very complete freeway model would be sufficient for accurately predicting the operation of possible improvement plans. The Avery complete model is one that evaluates the effects of on-ramp traffic, weaving sections, and capacity restraints and one which can be used for queueing and nonqueueing conditions. Part of a final report in three parts describes the freeway model. (Author Modified Abstract)
