Airborne and ground station terminal designs for implementation of the phase I test plan are defined. Hardware configurations for the KC-135, DC-6B, and the NAFEC and Mojave ground terminals are described. Preliminary subsystem performance specifications, intended to form the basis for either in-house development or outside procurement, are given. Due to failure of the ATS-5 satellite to achieve proper stabilization in orbit, extensive program revisions occurred prior to the phase IV flight test program. Only a few of the hardware items described herein were actually procured or fabricated, and the overall terminals were not implemented. (Author)
