Part 1 of this paper examines the underlying strategic rationale for the deployment of Soviet submarines configured with land-attack cruise missiles off the U.S. east coast in the mid 1980s. The Soviet leadership initiated these deployments as an "Analogous Response" to both US/NATO as well as Soviet alterations in the balance of Intermediate Range Theater Nuclear Forces in Europe. Although these deployments were terminated with the demise of the Soviet Union, Part 2 of the paper examines some of the events that shaped the attitudes, perceptions and decisions of Russian President Vladimir Putin. Part 3 then analyzes current Russian national security and maritime doctrine, policies and public statements , and ongoing Russian naval programs that characterize a reprise of the "Analogous Response" strategy of the 1980s. Part 4 provides some preliminary implications and conclusions for the U.S. and the U.S. Navy.
