The proposed action is the construction and operation of a Titan IV/Centaur space launch complex in support of the Department of Defense (DOD) space program. The project is designed for a minimum of 25 years, with construction planned to begin in 1991, followed by operations in 1994 or 1995. Known as Space Launch Complex 7 (SLC-7), the project would be located on South Vandenberg Air Force Base (VAFB), California. The Titan IV/Centaur is an unmanned, expendable launch vehicle capable of launching critical DOD payloads in the 10,000-pound class to high energy orbits. The proposed facility at VAFB would support requirements for timely launches of these payloads from a location where highly inclined and polar orbits can be safely achieved. This action would maintain assured access to space by providing backup launch capability for the Titan IV/Centaur and Titan IV/NUS vehicles. Diagrams of the two launch vehicles are shown in Figure S.2 (Titan IV Vehicle Configurations).
