The project proposes to open a major traffic bottleneck in Honolulu, Hawaii and thereby increase traffic capacity and safety by providing five traffic lanes and six traffic lanes in another. The project will require the removal or renovation of two apartment units of an existing two-story apartment building and the displacement of three persons. The noise, air, and visual pollution that is normally associated with a construction project will occur. The trees and other various types of vegetation to be removed or relocated will temporarily affect the environment. The removal and relocation of utilities such as gas, electric, water, and telephone will create some inconvenience to owners abutting the project site.
