Insurance claim patterns over the 1983-1988 period were analyzed to consider whether the Motor Vehicle Theft Law Enforcement Act of 1984 has influenced a reduction in passenger car thefts. The evaluation examined vehicle theft rates, recovery rates, the condition of recovered stolen vehicles, insurer losses due to motor vehicle theft and the premiums charged by insurers for automobile comprehensive coverage. To date experience with the marking program is limited. Since the evidence suggests that the program may be beginning to discourage thefts of marked vehicles, further investigation of the program over time is warranted.
