Nowadays, several flight test organizations recognize the potential of the Navstar Global Positioning System (GPS) for flight test trajectory determination. In 1990 the National Aerospace Laboratory of the Netherlands (NLR) started the development of a Position Reference System (PRS) based on an Inertial Reference System (IRS), updated by GPS measurements. The development of the system is carried out under a contract awarded by the Netherlands Agency for Aerospace Programs, and in cooperation with Fokker Aircraft B.V. The flight test organization of the Boeing Commercial Airplane Group is involved in a similar development program. It has been agreed to cooperate in some parts of the development programs and to exchange results at regular intervals.
