A mathematical model for predicting the pilot rating of the flying qualities of a VTOL aircraft in the precision hover mode is described. The model includes the following elements: the longitudinal equations of motion for the VTOL aircraft in hover; a stochastic gust model which describes disturbances to the aircraft; a fixed form pilot model which has four free parameters; and a cost functional which is made up of measures of aircraft performance and pilot workload. The four free pilot parameters of the pilot model are selected to minimize the cost functional. These parameters are adjusted to ensure a 20% stability margin in pilot gains and then used to compute a 'paper pilot' rating of the flying qualities of the VTOL aircraft in the precision hover mode. The mathematical equations and digital computer program used to exercise the model are described. The 'paper pilot' rating was computed for 79 aircraft configuration/gust intensity combinations. The aircraft configurations considered include cases with control lag, stability augmentation system lag, and limited pitch rate authority in the stability augmentation system. The 'paper pilot' ratings are compared to actual pilot ratings obtained in fixed base simulation. The difference between the actual pilot ratings and the 'paper pilot' rating has a mean of .14 and a standard deviation of .63 out of a 10 point rating scale. (Author)
