The Coast Guard could more effectively carry out the goal of its Commercial Vessel Safety Program--insuring safety of life, property, and the environment in waters subject to U.S. jurisdiction. Commercial vessel accidents have increased from about 2,400 in 1972 to over 4,000 in 1976, resulting not only in loss of vessels but also in death or injury to personnel and damage to shoreside facilities in the surrounding area. Such disasters can be alleviated if the Coast Guard improves its inspection of U.S. vessels, boarding and examination of foreign and U.S. vessels, licensing of merchant vessel personnel, and promotion of international maritime safety.
