The Wireless Fleet Management System (WFMS) is being installed at Newark Liberty International Airport (EWR) as a technology demonstration and evaluation program that implements radio frequency identification (RFID) based tracking of the location of port-owned vehicles, ground support equipment (GSE), and commercial (vendor) fuel trucks on the surface areas of the airport. This technology is effective against some insider threat tactics as well as the threat of a stolen or hijacked ramp vehicle used for terrorist actions. Some of the features of this system include: Wireless access control to ensure only authorized and trained personnel are able to use vehicles; Access control interface using a proximity card reader; Ability to limit vehicle access by area, time-of-day, group, and vehicle; Real-time data reporting via wired local area network (LAN), including vehicle/driver location and vehicle usage; Visual playback of historical, time-specific vehicle/driver location/travel; and Satellite Global Positioning System (GPS) receiver interface for more precise location detection. The overall objective of this operational evaluation effort is to demonstrate the capability of the vehicle tracking technology to operate in the radio frequency (RF)-rich environment of an airport operating area (AOA) on a moderate scale (approximately 80 vehicles). Results will be documented in a final technical report.
