The traffic congestion that results from freeway reconstruction and rehabilitation work often leads to an increase in vehicle emissions within the construction workzone. In the report, the authors develop a methodology for calculating these excess emissions. The methodology, presented in the form of a computer model, takes into account workzone configuration and traffic characteristics. Using the model, planners can compare different workzone strategies to identify the one that most effectively reduces vehicle emissions.
