This preliminary study has two objectives: (1) identify multimodal transportation strategies to alleviate traffic congestion in small urban areas of New England; and (2) offer recommendations to develop traffic congestion mitigation plans for small urban areas of New England. To accomplish the above objectives, the study describes dimensions and causes of traffic congestion in small urban areas of New England. This is followed by an analysis of strategies to alleviate congestion. The strategies are divided into two groups: (1) strategies to increase road capacity and improve traffic flow and (2) strategies to support alternative transportation modes such as bus transit, paratransit, biking, and walking. The study ends with recommendations to develop traffic congestion mitigation plans for small urban areas of New England.
