The United States and the Soviet Union have been negotiating Strategic Arms Reduction Talks (START) since 1981. This agreement will result in major reductions in the strategic nuclear forces of both countries. This balance between the three legs of the Triad (the number of intercontinental ballistic missiles compared with the number of bombers and the number of submarine-launched ballistic missiles) will become increasingly important. This paper examines the current as well as a proposed post-START force mix , the effect this treaty will have on existing forces, and the changes in targeting priorities. The proposed force mix would require major changes in only the intercontinental ballistic missile leg of the Triad. The submarine-launched ballistic missile and bomber legs would need minimal changes. (jhd)
