The Inter-modal Surface Transportation Efficiency Act of 1991 (ISTEA) required states and metropolitan areas designated as transportation management areas develop congestion management systems. The Birmingham Planning Area is designated as a non-attainment area, and has been allocated Congestion Mi tigation and Air Quality (CMAQ) funding and other federal funding from ISTEA that must be implemented through a Congestion Management program. The Intelligent Vehicle Highway System (IVHS) planning procedure is aimed at planning, development, alternative analysis, program management, and public involvement, which was the scope of this work program.
