According to the Pennsylvania Department of Transportation's (PENNDOT's) current median barrier guidelines, barrier is not warranted if the median width exceeds tens meters or the average daily traffic is less than 20,000 vehicles, unless there is a significant history of cross median crashes. Over the last five year (1994-1998), there have been 267 cross-median collisions (constituting 55 deaths) on Pennsylvania Interstates and expressways. Research was needed to evaluate median safety in Pennsylvania including the relationship between cross-median collisions and median widths on Interstates and expressways.
