The report, released by the National Science Technology Council (NSTC), is a comprehensive strategic plan developed by the Departments of Transportation, Defense, Energy, and Commerce, the Environmental Protection Agency, the National Aeronautics and Space Administration, the National Science Foundation, and the White House. The plan addresses the President's commitment to national transportation goals of safety, security, mobility, economic competitiveness, and environmental quality. This strategy identifies promising and innovative ways for the Federal government to partner successfully with U.S. industry and academia to leverage scarce R&D dollars.
