The licensing of road freight transport and the environmental controls on road freight in Britain was reviewed. The historical development of licensing and the introduction of Operators' Licensing in the 1968 Transport Act were described. The operation of licensing regulations was explained and the effect of licensing on haulage in Britain was evaluated. The findings of the Report of the Independent Committee of Enquiry into Road Haulage Operators' Licensing (the Foster Committee) were reviewed and the recommendations examined. Environmental controls on lorries and road freight were studied under three headings: measures involving lorry routeing; measures relating to the lorry; and measures affecting the vehicle operating centre. Legislation concerning environmental requirements and its effects under each of these headings, was examined and possible future developments discussed.
