The report describes work undertaken in the context of the Program for Harmonized (ATM) Research in Eurocontrol (PHARE) at the Eurocontrol Experimental Center, Bretigny, on a new concept in planning and problem solving for air traffic controllers. The Highly Interactive Problem Solver (HIPS) combines a novel approach for the display of air situations with a powerful trajectory editor to give the controller a rapid and reliable means of solving problems, and in particular conflicts between aircraft. The system is targeted at implementation in the medium term (more than 5 years into the future), and fully exploits the expected technological context for that era: in particular, it allows full use of advanced aircraft navigation capabilities, while explicitly taking into account uncertainties in predicted trajectories.
