In addition to the main emphasis on current highway conditions and limitations on development the report considers the relation between transportation, development pattern, and mass transit facilities and potentials. The historical context is important as the existing highway system was built to satisfy the needs of an evenly distributed agricultural society long since supplanted by an increasingly commuter-based economy. Assuming that Madison County development trends continue, there will be dispersed commuter-oriented development that restricts the free flow of traffic at the same time that it increases traffic volumes. Alternatives which would conserve existing highways, promote residential amenity, and lessen the future demand for highway reconstruction are proposed. An appendix lists the name, location, and jurisdiction of all streets, roads, and highways in Madison County.
