Various freeway surveillance and traffic control projects can be implemented on Texas freeways to accomplish desired goals. In order to decide which project should be implemented, a practical and reliable analytical procedure which considers all measurable impacts must be developed and applied. Also, accurate and up-to-date data must be available for use in such a determination. The data contained in this report should partially meet the above needs. The report contains highway user costs that are based on 1975 conditions in the urban areas of Texas. The unit costs reported here are vehicle running cost, travel time costs, and accident costs. Also, data on air and noise pollution, as well as other highway impact data, are included. The report contains an analysis of the impact of the energy shortage on the relative costs that are used in the conventional benefit-cost or cost-effectiveness analyses.
