The role of the International Civil Aviation Organization (ICAO) in promoting satellite aeronautical CNS (communications, navigation and surveillance) is outlined. The need for commitments to be made on satellite CNS services is stressed. The transition to CNS systems, in particular the improved area coverage, raises many institutional issues. The position of ICAO regarding GPS (global positioning system) and GLONASS (global navigation satellite system) is described. The need for system overlays and concerted action in developing systems specifications is stressed.
