The segment of Interstate 78 under consideration begins east of the city of Easton and proceeds to a proposed structure over the Delaware River. This segment of highway traverses a low density residential and farming area and therefore will not lead to a noticeable change in the ambient noise level for any substantial number of people. The diversion of a minimum of 40,000 vehicles per day off Traffic Route 22 in 1990 will increase the quality of the ambient noise level for a substantial number of individuals living adjacent to Traffic Route 22. Approximately 9 residences and 1 business will be required for the right of way of this segment of highway. Because the area traversed is rural in nature, there are no established communities near the proposed highway right of way.
